7 Steps to AI Readiness

Here’s a framework to prepare your government organization for AI.

Metrics for Success:

• Coverage = % of government employees with approved AI tools
• Utility = avg % productivity gain per AI-enabled government employee

1. Guarantee baseline AI access for every employee

Intent: Improve AI literacy across the workforce and begin measuring where AI delivers productivity gains.

• Most government organizations already have access to these tools via productivity suites or secure networks.

2. Subsidize & incentivize compute/GPUs

Intent: Ensure your organization can run AI models efficiently within authorized environments.

• Inventory available GPUs in your network/environment (e.g., “5 × A100 in AWS GovCloud”)
• If insufficient GPUs, figure out how to buy or connect to them in external environments
• Confirm whether preferred models are available and authorized in your environment.

3. Publish clear, stable AI standards

Intent: Provide vendors and internal teams with a clear performance and safety baseline.

• Identify existing benchmarks relevant to your domain
• If none exist, define ideal benchmarks
• Determine current human performance levels
• Set minimum acceptable AI performance thresholds
• Decide which systems AI agents may be connected to (e.g., Microsoft 365, AWS)
